Key Responsibilities:

Scope and deploy new projects within the business case parameters and defined project success criteria (Cost, Quality, Safety, Schedule) to ensure that the company maximises its return on investment and customer satisfaction. Manage overall Operations & Maintenance of sites in all Madagascar through the compliance and continuous improvement of re-fuelling, preventative & corrective maintenance and the security processes on our sites.

– Leading process to design fit for purpose business processes
– Coordinating process to develop a suite of measurable Key Performance Indicators that will be used throughout the organisation to measure the success of the excellence program
– Reporting progress through KPI’s and regular updates on progress
– Promoting systematic approaches to problem solving
– Leading major change projects
– Producing useful data to bring about focused change
– Coordinating set up and facilitation of Change Steering Committee
– Sharing Best Practices with other Black Belts and Business Units.
– Designing and delivering courses for local Green Belts
– Undertaking assignments assigned by Managing Director
– To plan and execute O&M activity across the network to achieve the required SLA.
– Conduct operations in line with the company’spublished SHEQ regulations.
– Define, implement and maintain standard field operating and management systems.
– Lead the Operations Excellence Program throughout the O&M organisation.
– Work closely with the NOC in drive down of network Opex whilst executing the O&M at optimum levels.
– Develop the leadership capabilities of the ZOHs.
– Defines the field processes and procedures to ensure that the FS and MP are an effective team.
– Build a strong relationship with our Maintenance Partners and, through them, builds a best in class O&M services.
– Define, with the Supply Chain team an effective “last mile” through the effective movement if shipments between the sites and the zone warehouses.
– Ensure and adequate supply of spares and consumables to ensure that the MP has a timely supply line.
– Have a duty of care for all field assets.
– Create and maintains, with an O&M Scorecard for each MP in the network.
– Ensure that MPs NOCs are fit for purpose from an operational aspect.
– Completes the auditing program accurately and on time and ensures that all corrective action (raised both internally and by the customer) are closed off on time.
– Ensure sites are fit for purpose before accepting them into the network.
– Assist in the creation and deliverance of technical training.
– Ensures that the NOC has full visibility of the field equipment and that any movements are reported accurately and in a timely manner.
– Completes reports as required, accurately and on time.
– Prepare and manage project work schedules and plans from beginning to end.
– Identify and manage project dependencies and critical paths.
– Plan and schedule project timelines and milestones.
– Liaise with relevant persons on technical matters relating to Cell sites.
– Track and report on project milestones and deliverable to all stakeholders.
– Ensure cell site database is maintained and updated with latest cell site information

Others:
– Work to achieve operational targets with significant impact on departmental results.
– Set up and manage adhoc meetings for day to day operational requirements as and when required
– Resolve escalations as per defined escalation/resolution procedures
– Design and implement operational changes and provide associated user impact assessment
– Improve productivity and quality through leading practice initiatives
– Provide inputs to the line manager (as required) relating to progress made within the department and in accordance with the measurement metrics set by the organisation

Required Qualifications:

•Educated to degree level – Engineering Degree Electrical Engineering / Civil Engineering / Project Management
as demonstrable O&M experience in similar role
•Minimum of 10 years’ experience in O & M with at least 3 – 5 years’ experience in a Management Position
•Experience of working in emerging markets is essential, preferably in Africa
•Lean Six Sigma Black Belt, PMP
•Background: Telecommunications, Infrastructure, Power
